XH-H03: A stuck server was not restarted: too many hang restarts

The server was stuck (XH-H01) long enough to be restarted, but it had already been restarted for a hang 3 times in the last 30 minutes (kept in xhlds/hang-restarts).

The server was stuck (XH-H01) long enough to be restarted, but it had already been restarted for a hang 3 times in the last 30 minutes (kept in xhlds/hang-restarts). Restarting again would most likely loop: the same plugin hangs again after every start. So the hang is reported and the server stays as it is until the time the line names; then it is restarted, also if it is still stuck from before.

Is it a problem? Yes: the server stays frozen until you restart it.

What to do: find the plugin in the XH-H01 lines and the reports and take it out of plugins.ini, then restart the server yourself.
